Yes. If you filed on time (before your visa or visa-free period expired), you remain in legal status until the decision is issued. Your passport receives a 'stempel' (stamp) authorising you to stay in Poland but not to leave the Schengen zone.
You have 14 days to file an odwołanie (appeal) with the regional administrative court. If we handled your case, we prepare the appeal at our expense. In 70% of cases the refusal reason can be remedied; sometimes refiling on different grounds makes more sense.
