What is the difference between PESEL and PESEL UKR?

They are two different procedures. A standard PESEL is assigned under the ustawa o ewidencji ludności: automatically when you register your residence (meldunek) for more than 30 days, or on application — but then the application must cite the actual provision of law from which the obligation to hold the number arises. A PESEL with UKR status is assigned to Ukrainian nationals under the temporary protection procedure; on its own it confirms legal residence and requires no residence permit. The number itself looks identical — the status in the register differs.

Which legal basis should the application cite?

It depends on why you need the number. Most often it is tax purposes: PESEL serves as the tax identifier for individuals who do not run a business. Other grounds include requirements from ZUS, exchanging a driving licence, or holding office in the governing body of a Polish company. If an authority (ZUS, the tax office) demands the number from you, it is obliged to state the legal basis to you as well. A clerk may leave an application without a valid basis unexamined — which is why we formulate it beforehand.

How long does it take and what does it cost?

Assigning a PESEL is free. It is not a decision on a case but a czynność materialno-techniczna: with a complete application the number is assigned immediately, on the spot. If the application has formal deficiencies, the clerk will call on you to remedy them within 7 days.

How long does temporary protection status last?

Residence of Ukrainian nationals holding PESEL UKR is recognised as legal until 4 March 2027. The extension happened automatically — no new applications are needed, and the Diia.pl electronic document in mObywatel remains valid. The European Commission has proposed extending temporary protection by a further year, but as of today there is no Council decision. We are following developments.

Can UKR status be lost?

Yes, and the risk is real. Three main scenarios: (1) the number was assigned on the basis of an oświadczenie without a passport and identity has not been confirmed at an urząd gminy by 31 August 2026 — the status changes from 1 September; (2) leaving Poland for more than 30 days; (3) entering Poland after 5 March 2026 without applying for PESEL UKR within 30 days. The status also ends when you are granted a temporary residence permit, permanent residence, EU long-term residency or certain other permits.

Does PESEL UKR give access to social benefits?

No longer automatically. Since 1 February 2026, the 800+ benefit for Ukrainian nationals with UKR status requires a new application and satisfaction of an economic activity condition: the applicant works or runs a business, and the child attends a Polish school or kindergarten. ZUS verifies the condition monthly against its own systems. Exempt from the condition are, among others, parents of children with disabilities and applicants claiming for a child who is a Polish citizen. From 1 June 2026 an equivalent employment condition has been extended to other non-EU and non-EFTA foreign nationals.

Can you live in Poland without a PESEL?

Formally yes — most foreign nationals are under no obligation to hold the number. In practice, without a PESEL you cannot settle your PIT, you will not be identified in ZUS or NFZ, you cannot set up Profil Zaufany, and therefore cannot file legalisation documents through MOS. Banks may open an account without the number, but on worse terms and with some operations unavailable. It is sensible to obtain a PESEL straight away.

What is Profil Zaufany and what do you need for it?

A free electronic identity for accessing Polish government services. You need: a PESEL number, a valid document (passport or karta pobytu), a Polish phone number and an email address. Nationality is irrelevant. The Polish number is critical: authorisation codes are sent by SMS only to numbers registered in Poland. Without Profil Zaufany you cannot file through MOS, and since 27 April 2026 that is the only route for filing residence legalisation documents.

What does mObywatel give a foreign national?

Not the same as it gives a Polish citizen. mDowód — the digital identity document — is available only to holders of a Polish dowód osobisty, that is, to Polish citizens. For a foreign national the app provides Diia.pl (for Ukrainian nationals with UKR status: a full electronic document that identifies you when signing an employment contract and when seeing a doctor), mPrawo Jazdy — if you have already exchanged your foreign driving licence for a Polish one — along with eRecepta and access to IKP.
